Abstract
Background and Aim: The growing influence of artificial intelligence (AI) in healthcare governance is undeniable. This study explores the implications of AI for core governance functions, focusing on opportunities and challenges in setting health goals, policymaking, performance monitoring, accountability, and resource management.
Methods: A structured review was conducted on 24 articles published between 2015 and 2025 addressing the role of AI in health system governance. Literature searches covered major international databases (PubMed, Scopus, Google Scholar) and Persian-language repositories (SID, Magiran, Irandoc).
Findings: AI enables the identification of disease trends and behavioral patterns, supporting more realistic health targets. In policymaking, AI contributes through simulation of outcomes, offering evidence-based alternatives. Real-time data analytics strengthen monitoring by revealing system weaknesses, enhancing transparency, and fostering public trust. In resource management, AI supports efficient allocation and forecasting of future needs. Nevertheless, persistent concerns include data privacy, quality, and ethical considerations.
Conclusion: By improving data analysis, policy design, and resource distribution, AI has the potential to enhance the efficiency and effectiveness of health systems. However, sustainable integration requires addressing challenges related to security, ethics, and capacity building through technical and educational infrastructure.
