Abstract
Background and Aims: The aim of this study was to investigate the reasons for patients' referral to MOEIN center of family physician program in Khorasan Razavi province before and after the health transformation plan.
Materials and Methods: The present study was a cross-sectional descriptive-analytical study conducted in 2017. The statistical population of the study is all patients referred to the MOEIN family physician center of Khorasan Razavi province located in Mashhad. Using a researcher-made Questionnaire, the reasons for referring to the center two and a half years before and two and a half years after the Health Transformation Plan were extracted and was analyzed.
Results: The number of referrals to the MOEIN center before and after the transformation plan was 69580 (54% female) and 65198 (58% female), respectively. Non-acceptance of level two and re-stamping of the insurance book (44.3%) and the need for a referral stamp to go to a specialist (30.1%) were the main reasons for referral before the plan. The need for a referral stamp to refer to a specialist (61.2%), non-acceptance of level two and referral to re-stamp the insurance booklet (17.1) were the most common reasons for referral after the implementation of the transformation plan.
Conclusion: After the Health Transformation Plan, due to the significant increase in the percentage of rural insurance coverage in reducing the costs of visits, paraclinics and hospitals, the number of insured people to use the insurance booklet for referral to higher levels increased.
